International Day of Democracy is 15th of September every year. This was the idea of the United Nations General Assembly in 2007, which invited Member States and other organizations to perform memorial ceremonies. In an effort to raise awareness among the people of democracy.

        To study research that analyzed the learning management process of the organization council of the model sub-district community that operate in the manner of people's politics. As well as studying the key elements that drive the community's organization council to be a model sub-district that is sustainable and to study the creation of an innovative learning process in the implementation of people's politics for the sub-district community organization council moved to become a People's Political Council.

        The findings of learning management process of the community organization council that caused people's politics was when the community had a problem, leaders use a community plan approach and put the plan into action together. Using wisdom combined with academic knowledge and has continuous communication with people in the community. It is learning to solve problems together. The key element is having a visionary leader, community information, and there is a community forum to talk together of people in the community.

        The study of creating innovations in learning the sub-district community organization council, a model for building civic politics, found that it must begin with a paradigm shift. To create a vision of self-reliance of the Council of Ministers Create, learning to use the community forum, create participation in solving problems under the information of the community. This learning innovation make the council understand how to live together in a democratic manner and drive people's politics.
